Manta Bay has the conditions that attract manta rays to the area. The water is clear enough to see them underwater, and the rays are the main reason this stop is the centerpiece of the tour. You'll be in the water with snorkeling gear, swimming in the same area where they feed.

Can you actually walk down to Kelingking Beach, or do you just see it from above?

Kelingking Beach sits far below the cliff viewpoint, and most visitors stay at the top to photograph it. The walk down is steep and long, but if you're comfortable with the hike, the guide allows it. You'd just need to manage the time and the climb yourself.
